"off road use only" is a disclaimer they use to take the EPA or CARB off of their back for selling a exhaust modifying part.
Don't worry too much about it unless you live in a strict emmsions state.

They are the same T25 footprint on the exhaust housing flange. A Garrett T25, T28, GT25 or GT28 will work with a manifold flanged for a T25 exhaust housing. The only problem I see is if you get a very large compressor housing with a big trim compressor wheel and you may have a clearance issue in the engine bay.

Watch out for the turbo size keep it small. Take the one i used for an example GT2554R. Its ballbearing, so its a little more expensive and its water/oil cooled, so its a complicated turbo, but spools up MONSTROUSLY quick.

Another difference from the "GT" and "T" series are the blades on the compressor and turbine wheels. The "T"series have straight blades while the "GT" have slightly bent blades which are designed to help spooling. All in all don't go any bigger than a "25" series and make sure the turbo you choose has a small compressor housing.
